Payroll software or a payroll company?
“Payroll companies in Sri Lanka” means two different things. Some businesses want software they run themselves each month. Others want a firm to process the payroll, produce the payslips and file the EPF, ETF and APIT returns. This directory lists both, separately.

What payroll outsourcing costs in Sri Lanka
Sri Lankan payroll outsourcers rarely publish prices. Quotes are usually built from three things: headcount, how much variable pay there is each month (overtime, no-pay, commissions), and whether the provider also prepares and files the EPF, ETF and APIT returns. Three pricing models appear in quotes:
- Per payslip per month. The most common model for small companies. The fee falls per head as the headcount grows.
- Monthly retainer. A fixed fee for an agreed headcount band, often bundled with bookkeeping and tax filing at the same firm.
- Per employee per month with a minimum. Used by software vendors offering a managed service and by global employer-of-record providers, usually with a minimum monthly charge.
Ask every provider for the same three scenarios so quotes are comparable: your current headcount, a mid-month joiner and a leaver with gratuity, and one month with overtime for half the staff. For comparison, running payroll yourself in Humanised costs LKR 10,000 a month for up to 15 employees and LKR 25,000 a month for up to 50, with no setup fee.
What stays with you even when you outsource
Outsourcing moves the work, not the responsibility. The employer stays liable for paying EPF and ETF contributions and for deducting and remitting APIT on time; a provider that misses a deadline does not transfer the surcharge to itself unless the contract says so. In practice three things always stay in-house:
- Approving each pay run before anything is paid or filed.
- Funding the salary bank file and the EPF, ETF and APIT payments from your own accounts.
- Keeping the records: payslips, the salary register and the returns, which you must be able to produce for the Labour Department or the Inland Revenue Department.
The employer guides on EPF, ETF and APIT set out the deadlines and forms.
Questions to ask a payroll outsourcing company
- Who prepares and who signs the EPF C-form, the ETF remittance and the APIT schedules, and by which date each month?
- How do I approve a pay run, and what happens if I find an error after approval?
- Can I log in and see my own payroll data, or do I only receive files?
- What is the notice period, and do I get my full data export if I leave?
- How is year-end handled, including the T10 annual statement for every employee?
- How do you handle a mid-month joiner, a leaver with gratuity, or an unpaid-leave deduction?

What are the best payroll companies in Sri Lanka?
It depends on whether you want software or a service. What is the difference between payroll software and payroll outsourcing?
With software you or your accountant run each month’s payroll in a system that calculates EPF, ETF, APIT and gratuity and produces payslips, the bank file and the statutory reports. With outsourcing a provider’s team does that work on an agreed cut-off date and sends you the outputs to approve and pay. Software is cheaper and faster; outsourcing removes the monthly task entirely.
How much does payroll outsourcing cost in Sri Lanka?
Most Sri Lankan providers quote rather than publish prices. Quotes are usually per payslip per month, a monthly retainer for a headcount band, or per employee per month with a minimum, and they rise if the provider also prepares and files the EPF, ETF and APIT returns. Which accounting firms in Sri Lanka offer payroll outsourcing?
The Big Four networks and most mid-tier chartered accountancy firms in Colombo, Kandy and other cities offer payroll processing alongside audit, tax and company secretarial work. This directory lists the firms that name payroll as a service on their public website, grouped by type and in alphabetical order.
If I outsource payroll, who is responsible for EPF, ETF and APIT filing?
The employer. Outsourcing moves the work to the provider, but the legal duty to pay EPF and ETF contributions and to deduct and remit APIT on time stays with the company that employs the staff. Your contract can make the provider prepare and even submit the returns, and can set out who bears a surcharge caused by their delay, but the authorities deal with the employer.
Can a payroll company in Sri Lanka pay my employees directly?
Usually not from its own funds. The normal arrangement is that the provider prepares the salary bank transfer file and you upload it to your bank, or the provider uploads it under a mandate you have signed with your bank. Either way the salaries and the statutory payments come out of your accounts.
What should a payroll outsourcing contract include?
The monthly cut-off and delivery dates; exactly which outputs you receive (payslips, bank file, EPF C-form, ETF remittance, APIT schedules, T10 at year end); who signs and files each return; how errors and re-runs are handled; confidentiality and data-protection terms; the notice period; and a full data export when you leave.
Can I outsource payroll and still see my data online?
Yes, if the provider runs your payroll on cloud software and gives you a client login. Many accounting firms now do this, and some payroll software vendors offer a managed service on their own platform. Ask before you sign; a provider that only sends PDFs and spreadsheets makes it hard to check and hard to leave.
How many employees do I need before outsourcing payroll makes sense?
There is no threshold in the law. In practice, companies with fewer than about 50 staff and someone who can spend ten minutes a month usually find software cheaper. Outsourcing suits owners who want no involvement, groups with several entities, or companies whose accountant already runs everything else.
Which payroll companies in Sri Lanka serve foreign employers hiring locally?
Global employer-of-record providers such as Multiplier, Remote and Deel employ staff in Sri Lanka on behalf of foreign companies without a local entity, and price per employee per month in US dollars. They are listed separately here because they are not a fit for a Sri Lankan SME with its own registration.
